Auto merge of #75463 - CDirkx:ordering-const, r=CDirkx

Make some Ordering methods const

Constify the following methods of `core::cmp::Ordering`:
 - `reverse`
 - `then`

Possible because of #49146 (Allow `if` and `match` in constants).
