Revert "[lldb/Plugins] Add ScriptedProcess Process Plugin"

Reverting commit b09d44b6ae, since it breaks
the windows bots: https://lab.llvm.org/buildbot/#/builders/83/builds/4993

It seems to crash the `TestIRMemoryMapWindows.test` test.
