clang/Basic: Remove ContentCache::getRawBuffer, NFC

Replace `ContentCache::getRawBuffer` with `getBufferDataIfLoaded` and
`getBufferIfLoaded`, excising another accessor for the underlying
`MemoryBuffer*` in favour of `StringRef` and `MemoryBufferRef`.
