btrfs-progs: build: extend pattern rules for standalone directories

Per-directory cflags and libs can be now defined as:

 btrfs-DIRNAME-cflags
 btrfs-DIRNAME-libs

and will be newly used for all DIRNAME/*.[ch] files.
